That is correct. The blockchain just keeps records of who owns what cards and what each card's attributes are. At the start of each game you can query the blockchain to see if someone truly owns the cards they are playing with.

The main issue with current collectible card games is that the card server is centralised. Even though they have some value you trust the issuer.
There is indeed a project that uses the blockchain to store the cards that is completely decentralised.
However game development requires a lot of resources (ask me how i know) like people, knowledge and time. Of course something small could be created in the free time of passionate developers (programmers, artists, game designer(s) ....) but full scale project requires significant effort.

However there is another option: Find a team that already created a game like that and offer them to change the backend so that it uses the blockchain for storage of player data.

There's already a project doing this, but we could make our own Bitshares version. The biggest collectible card game brings in about $250 million annually (Magic The Gathering). Blizzard's new game Hearthstone has been really successful collectible card computer game. It has a free to play model, but users can pay to get extra decks of cards and for other features.. and a lot of people seem to do that. I think this is a good business model.. allow people to play and get into the game, then earn their business when they play and like the game. Download it and try it out.. it is fun.

The block chain based collectible card game in development is called Deckbound. More info below, including the second link showing how they are utilizing the block chain to make the game.
