0.4.23.1 Bug report -"market transaction(s) stuck pending'

Yes, I still have not learned to post bug reports on github, so I post them here.

In 0.4.23.1 I still see transactions pending for long long periods of time. Resending them (frough the GUI) does not solve the problem. Restarting the client did solve it however.

win 7/32bit if this matters.
