15 core members(initiators) of the Chinese Bitshares community is setting up a service group to serve and promote Bitshares .
They will use the delegate income to hire personnel and pay for the expense of this service group .
You're not voting to pay for them , you're paying for the personnel they're planing to hire (the plan is to hire more than 15 people , initiators can be the personnel too if he/she can do a better job than anyone else in the open market ) .

We're the first batch of Bitshares evangelists in China .
We're one of the reasons why Bitshares is so popular in China in the first place .
We're the go-to guys for Bitshares when people meet any kind of troubles .

Who are we ? Well , no one would ask that in China , because they've already known that , both inside and outside of the Bitshares circle .

What salary will we pay ourselves for this delegate positions ?
Generally speaking , nothing , except for the ones who are in charge of server maintenance or participate in a job slot in the service group . Nearly all of the delegate income goes to the operation of the "service group" to hire personnel for specific positions . We, as the initiators , will not take a cut from the delegate income unless some of us fit the job description and perform well like everybody else that this group is hiring .
Server maintenance : 3% goes to HeyD and Michaelcat .
The duties of the initiators :
Make rules , consensus and directions for the service group , hire and examine the performance of the personnels, oversight for the work and financial statement made by the service group . (initiators will get zero income from these duties )
The duties of the service group and its personnel :
We're releasing positions for educational resources , promotion , delegates oversight , meetups and social media presence , technical services , accountant and etc . We estimate that this group will hire 15 or more personnel to a grass root promotion movement . This is also where the delegate income would go to .
what we've done so far ：
Evangelizing : translations since 2013 , including extensive documents related to the PTS and BTS project . Produced extensive educational articles as well .
Promotion :
We have been managing dozens of QQ groups (from hundreds to thousands of peoples per QQ group) , do education , communication , research and promote with them . We're the core members of the Chinese community . We're the base of nearly all the information needed to learn and invest in Bitshares .
We're the most active presences of Bitshares on Weibo (Chinese most popular social media ) . We're even the one of the guys who help newbies set up their wallets .
What the service group will be doing ?

Reach out to every major crypto community and outside of crypto .

Promotion on YY (a popular voice communication tool ) .

Delegates evaluation .
The plan for the first month : Hire the first batch of personnel to perform first stage of social media promotion , and newbie training program .
The delegate income
goes to personnel , server cost , operational material , assignment contracts .
The income will be held by serious accountant and a financial statement will be release to public regularly .
Present and future Business Plan :
We've issued an asset and raised 0.2 million BTS to pay for the registration fee and the personnel cost before the income can be produced .
We would put up Ads on our sites .
We would attract sponsor for events .
We would produce souvenir and sell it .
More plan will be released in the future .
