if i understand it correct he says, that you can't send the whole UIA in your account to a new address. You have to keep 0.1 of the UIA on your account. He assumes it is a bug, because you pay the transactionfees in BTS.

When you transfer the UIA,
The transfer fee is BTS.
If so , UIA will be able to send all of them.
But all can not be transferred .
Except 0.1(UIA) amount  you can send.
It seems to be a bug .
I hope the next version upgrade.
