Further question, while we're at it. How strong are the efforts here to implement Codius or some other protocol so that we can have smart contracts in the Bitshares protocol? Is there any talk of that? If not, there should be.
Devs have plans to add TuringComplete Scripting to the blockchain .. First steps (a graph-based database on the chain) are currently worked on and afaik available in the DevShares network

Could a DPOS blockchain have it written in the protocol to boot off X number of delegates after Y number of blocks? No voting mechanism, just does it automatically?

Sure. How would you decide when they would be allowed back in though? Unless it is a permanent removal.

They'd be allowed back in after another voting round. :)

I have an idea for a DAC. I'm pretty sure it will be released with whitepaper/business plan on here. So I will let you and the community know more details when that is released (I'd prefer to start off with a bang). Further question, while we're at it.
