This sounds strange, but it works!
No idea why the public key for transfers from bter.com to bitshares.org does not work ...

I think the problem should be resolved directly between BitShares.org and Bter.com. I'm not an IT guy and feel unable to discuss the problem competently.

The problem occurs here on 4 different computers (Windows 7 / 8.1 and Linux Mint) with several BitShares accounts and even with my sons in Spain and Portugal.

Yes, it's exactly the same problem as before:

You should contact bter.com support, seems like the problem is on their end.

I tried to register you but it says that that account is already registered. Are you sure you didn't successfully register before?

The faucet's error message implies you tried to register too many times.

If you post your account key (accounts -> armin39 -> keys) we can send you some funds and you can register it with the "register" button.
