发多少国债？发到bts不跌为止，多少利率：浮动利率，有101定，越跌利率越高，越涨利率越低，甚至负利率，上限多少？以全部到期国债总额37亿为限。这样的话，完全可以一步到位锁定供应过多的bts，保证bts价格不跌，而国债可以作为BTA资产的抵押，这是大家一致同意的，都有好处。

我想的是在BTS系统里面实现期货交易的功能。
因为BTS系统天生就是一个交易所，现在的交易产品是现货+期权混合的模式。期货是交易所里的另一个交易产品。
