Most of all you need people willing to short them into existence, so I'd suggest focusing on one index at a time in order to build some liquidity..

We need to popularize Hang Seng and Shenzhen with the Chinese community as they are the traders.

We need to get into cointelegrah saying we did indexes which is the beginning of a decentralized stock market.

Also putting in the Facebook page and groups that this is now online.

As well as getting a marketing delegate or worker advertising on Facebook and render would be good, or QQ if they offer a type of advertising service.
