You always pay the fee for limit_order_create.

You also pay the market fees on the asset that you buy, i. e.

1. 0
2. 0.2% on the amount of OPEN.BTC you buy
3. 0.3% on the amount of OBITS you buy
4. 0.2% on the amount of OPEN.BTC you buy

The fees are automatically deducted from the amount that is paid to your account.
