Bitcrab created more smartcoin at ratio of arround 2 and jademont approved it even as you posted yourself
ratio had to be minimum 4 to be allowed to create new smartcoins.

And what did they do ?They created even more smartcoins even it clearly says under 3 they need to pay debt and the Ratio was already near 2 and not 3

That WP has been only approved because of that high CR ratio.

2. operators need to take good care while operate with debt positions, as an initial rough principle, when BTS price is under 2CNY:

There was already definition of

ratio above 4
under 4
under 3
and terms to stick to it.

2\ Improve the voting system by adding decay factor for voting. For example, the votes will expire unless updating their votes every month/year...

I would like to suggest setup a bounty for developers who built DAPP based on BTS. You may even conduct a contest to encourage developers to built different DAPP just like what Stellar did.

Good idea!  Maybe a hackathon is better. Currently in discussion, please keep eyes on the progress. Or maybe you can start your project before we announce it.
