i tried on linux wallet and look like i am able to create a local account with any name but unable to do it on windows wallet.

Seems one can't create an unregistered (local) account name that is already registered on the blockchain. This sucks. We should be able to use any names for local unregistered accounts.

This was done for security reasons to prevent accidents.   The ability to "relabel" accounts will come in a future version.
