exchanges could attract more users if they promote that they vote only for charity delegates or something like that  ;)

PS or they promote their own delegate that has a zero payrate so the investors know that depositing on this exchange is good for the bitshares ecosystem
     or much better they have a 100% payrate delegate and commit to their clients that they give them back the coins proportional to their stake on the exchange deposited ...

Or these exchanges that implement the ability for the users to vote with their deposits will attract more investors.

Ultimately it would be up to the community to remove their funds from the exchange in question.

As we know, the exchange usually hold a big portion of BTSX, probably bigger than 3I. What if they choose delegates based on their interest, instead of community's interest?
