You need to build the code from https://github.com/dacsunlimited/bitsharesx

The delegate node will automatic connect to the network.

There is a document about more info

Delegate: technical question
What is the process for updating the delegate software if I am using a second server to test the upgrade before deployment?

How do the clients get pointed to the upgraded server?
