you can update this value in the GUI under preferences.   I set mine to 0.1.

Yes. Using the commandline.

how does that affect speed ?

Currently it doesn't. However it depends on the transactions per second. If there are a lot of transactions you might need to increase the fee paid so your transaction is processed faster.
