It's using the inflation model for delegate pay, so you can't compare it to the % payrate of BTSX. Last I checked, 1% was equivalent to about 10 DNS per block.

What about 0%? the delegate earns nothing?

Yes, all what delegate gets destroyed, you can count it as paying dividends to shareholders.

When I go to delegates tab, I see majority of delegates at at 1% or 0% pay, what's the reason for this?
