The bulk of the paper is just the long-range attack.

This is a better write-up on it (https://blog.ethereum.org/2014/05/15/long-range-attacks-the-serious-problem-with-adaptive-proof-of-work/).  DPOS does not have this vulnerability (https://bitsharestalk.org/index.php?topic=6584.0).  Even Peercoin no longer has this vulnerability (https://bitcointalk.org/index.php?topic=114994.msg9118305#msg9118305).
