Can anyone explain how the non-voting accounts are selected?
For example poloniexcoldstorage is a non-voting exchange account but yunbi-cold-wallet is a voting account. I was trying to research that but can't seem to find any governance on the network for these.

Look at BitShares online wallet if you don ´t have your own account https://bitshares.org/wallet/#/account/yunbi-cold-wallet/voting/ and you will see that yunbi has voting proxy laomao
eg. this wallet is voting.
Poloniex has no proxy nor is voting idividually for witnesses or committe member eg. is non voting https://bitshares.org/wallet/#/account/poloniexcoldstorage/voting/

Or look on Cryptofresh... you can see there Votes as nobody and Voting slate is not displayed at all. Compare these accounts:

So to clarify, any exchange has an OPTION to vote but most DON'T and Yunbi decided to vote?

Any account can vote or not.

Correct. There's no such thing as an account that can't vote.
We're lucky that large exchange accounts don't choose to selfishly influence voting with their large stakes.
