You should consider BitCNY deposits and running BitCNY markets. This will allow to have effectively fiat markets. It will also make for a good arbitrage opportunity between Btc38 and you, driving extra volume in.
We would be interested in offering BitCNY centric exchanges if we did build an adapter.

Fiat will require regulatory clearances. Using BitCNY, BitEUR, BitUSD etc will allow you to have pseudo fiat markets.
Btc38 uses an external site to convert BitCNY to CNY and back at 1:1, maybe you can check that out.
