I guess your doubt is: Is the snapshot date 08/21 also the blockchain launch date?  right?

I don't see "remaining" or "launch" anywhere on the website.  It says "SNAPSHOT DATE" with a count down.  Are you viewing it in China with a translator? Perhaps it's a mistranslation?

It is supposed to be until *snapshot*, sorry for confusion, there was a miscommunication between me and guy helping with site

What's 'snapshot' mean? Is it live or is it just testnet? How can I buy?

Snapshot means that the PTS balances on 08-21 were recorded and will be used in the genesis block of the new DAC.

The DAC is not live yet, and you cannot buy at this time.

A testnet existed but is currently down, apparently due to some serious bugs which are currently being investigated.
