About the cpu consumption.... It's still not clear to me (it may be my poor english) if you checked the bitshares process cpu consumption or your total system cpu consumption. Just to be sure that we ruled out the possibility that another process eats up your cpu...
(Sorry if I become tiresome but some times the devil is in the details..)
In the task manager if you sorted your processes by cpu consumption and clicked in the "Show processes from all users" button...
You should see something like this pic below, if the bitshares process shows 90+ usage then I suppose your cpu is too weak or something else is happening. If you see another process eating your cpu and the bitshares process is much less that 90-80% then you know what is wrong.
