Title: fee change of assets GDEX.USDT, GDEX.EOS, GDEX.BTC, GDEX.ETH

To incentivize more on market making activities, the fee of the assets GDEX.USDT, GDEX.EOS, GDEX.BTC, GDEX.ETH have bee changed from 0.1% to 0.06% for maker and 0.14% for taker.
