I emailed the exchange HitBTC and here is what they said:
Dear Bluebit,
Thank you for contacting the HitBTC Support Team!
The currency with the highest number of votes will be periodically added onto the exchange every 2-3 weeks.
At the moment BTSX is added to HitBTC Coin Voting.

In general, I'm suspicious of these sites that choose coins based on voting or bribes. If they don't see the potential (and the volume elsewhere) with BTSX, then let them scratch a living by hawking trash coins. We don't need them.

Yep this is somewhat true, but once they implement BTSX then they can do BitAssets and other DACs.
The thing is that if a site is earning a lot of revenue off of supporting coins via bribery then they likely are in a different market. Those who want BTSX will likely just go to a larger exchange, so it is not likely that much is gained having them support BTSX.
