How long ago was your screenshot taked?
Plus, the resulted feed for the asset is the median of all the published price feed by the witnesses... So the resulted price should be more stable even in these situations.

The script has some parameters that can be setted by the witness and that can change a little bit the resulted value for the pricefeed.
Anyway, the main reason is that there was really a lot of movement on poloniex, with price that keeped jumping up and down, in a very short time...
Let's see if they start to stabilize as soon as btc value stabilizes too

Both, for different reasons.

Witnesses should have the skill to create and manage (create proposal and such) a committee account trough the cli, since it is not implemented in the UI yet.
Proxies should have the best interaction with the community and so they could more easily represent the community will itself.

All of that, of course, does not mean that every proxy or every witness should run a committee member... it still is a voluntary job.
It simply means that although in the long run we would want to separate out those roles, right now we should support proxies and  witnesses that are stepping up as committee members also.

Hello guys,

I am stepping up as a temporary committee member to help in the process of push through some proposals (by mindphlux, puppies, cube, and fav according community requests and practical needs) that still need more votes to take effect.

Since I am also a witness, I will abstain to do any proposal about witness pay and such.

There is a real need of decentralization power for committee members, we need to take over the inits power to have the chance to vote and approve what the community demands.

The exactly same script was jumping from 4 to 400 and viceversa (for RUB) in less than a minute range. So I think the problem was on the source side like xeroc said
