I don't think the WP is necessary.
1. HTLC support is implemented by the own bitshares-ui team. There is no need to open a new proposal separately.
2. Even a single proposal should not exceed 400 hours of work.
3. Even if you do not consider the above two points, this framework should support more chains, such as BTC. As a framework, you should also support more development languages. Such as c++, java and so on.
