Usually I would send PM to the owner of delegate that is not performing at its best.
However in this case I have no idea who is the owner. Both of these delegates are consistently signing blocks before their time-slot.

PS: A possible solution for this would be installing ntpd.

Guess you might be more thorough than me. I just run a search on the forum with nathanhourt.com and the results didn't lead to specific forum handle.

UPDATE: Actually I cant send him a message on linkedin... It requires premium account... I'll search for another means of contacting him.

Yeah, those are my delegates. My VPS host keeps changing the clock drifts on my VMs. It's getting a bit annoying. Fixed for now. Thanks for pointing this out.
