Title: Current released witness_node.exe is blocked at#91074 ,but newest code can sync

Current released witness_node.exe cannot sync,chain is blocked at#91074 ,
but
I have compiled witness_node.exe with newest code , can sync

do you have build instructions for windows i can go off of?

When I run your updated windows witness_node.exe I am getting a System Error - missing MSVCP120D.dll is missing from computer.   
 
In the bin folder I have msvcp120.dll and msvcpr120.dll.  Where can I find MSCVP120D.dll?

i got his build to sync up but after restart it doesn't :-(

no working delayed node either

no information or confirmation from dev, so us windows people are just screwed ATM
