Title: Upgrading to 2.0

I am having trouble upgrading to Bitshares 2.0

I am on windows 10, I have backed up my wallets from 9.0 and have uninstalled all bitshares and deleted all files (except wallet) from C:/users/s50t-b/appdata/roaming.  I have also stopped my antivirus from running.  When I go to download 9.3c exe from GitHub I get:

X c:/Users/s50t-b/appdata/local/Microsoft/windows/inetcache/ie/6knjsps4/bitshares v0.0.9c
Windows cannot access the specified device, path, or file.  You may not have the appropriate permissions to access the item.

After all of this, I will be able to open the bitshares app but it will still show 9.0.

As for your download, I would recommend to use another browser. Seems like a Internet explorer fuck up

Thank you VERY much!!  It was a combo of me using internet explorer and I also had to disable Norton Commander.  Thanks again :)
