Since there are more and more complaints here, I talked with the custom service of BTC38.com and ask them whether they have any English service right now.
They give me the English Service QQ ID. 46514171

When I type that into QQ, it comes back with a user "Tame ", who is 27 years old (guy) and a group, "Lu Zhi Chao's group, would like to add on the increase".
Is it one of those?
Tame is who you want to contact, I think.
Last time I talked with their customer service, they gave me this QQ, which did not displayed on the website.
So I guess this QQ(46514171) is not an official one. It's just some employee's private using QQ and this guy can talk in English.
I have the same problem, all my BTC withdrawals were instant, until one that said successful, but never came. That was 2 days ago. I tried all manner of things and got no answer on any of the QQ support contacts. I now see the english qq account linked in this thread, so I'll give it a try. The missing withdraw does not show up in my transaction history, or of course my balance, but trade history shows how I obtained it. Very frustrating

So you need to download QQ Messenger(http://www.imqq.com/) and use it as you open id to login btc38.

I went here: http://reg.imqq.com <- All English for International users, registered and have a QQ ID now, and installing messenger now, for possible chat issues in English, using the info you provided previously. =)

After install, just launch QQ with your own id.
Then click on the button I post, you'll be asked whether allowing btc38 using your QQ id to login or not.
