Anyone who is registered can register you. But you have to ask using chat.
The ACLs are set up so people have to be registered before they can move or even talk. This is to keep people or bots from coming on and causing interruption during sessions.
Once registered you can create your own temporary rooms, move/talk openly and record.

I think I miscalculated my conversion from my time to EST and came in after most of the session. I also had to come in with no microphone because I'd done it all so last minute.
I'd like to try again next time!

I tend to monitor the situation when running this so if I see someone new in there I will usually drag them down.
I like to keep registrations to occur based on the people who are already in, however. That is why the ACL is set up to allow people to PM others in the server, but unable to move, make your own room, record...etc without the trust of at least one person who can be trusted within the server.
Really it is just there to make sure people don't come in and zerg our conferences with craziness of all manners...
So the last show was great. Thank you to everyone who showed up. All the questions typed or asked directly contributed to a show that was probably the best one so far. The concept of having 6-7 people just asking questions directly with follow-ups is great. The multiple sources of questions served as a great filter for any significant misconceptions or lack of knowledge by participants. The end result was just a much better, at least as far as clearing up questions on DPOS/TITAN/BTSX.
It seemed like everyone involved came away with a lot better understanding. I know I learned a lot, which I will be able to translate into better documentation.
