It allows selection and ranking performed by humans first, then machines. Humans opt-out...not opt-in. Yet you can analyze the blockchain to verify and ensure present and historical compliance, and program in new restrictions and/or limitations to improve the quality desired the most by the community....all cryptographically encrypted for history by CPUs which could be cheaper than the information provided by the selection and ranking history itself. It is a value record of community-ranked qualities and transactions.

I'd have "MMC trust stats" available in blockchain info based on accumulated votes from other trusted sources, starting with the officers (angels), then miners (saints), then other "blessed' in the community.
If I get votes / etc, I'd send it to someone in the next rank and/or go looking into existing bounties / etc...
Audiences / sites / users / etc with more knowledge would think its less valuable and stop voting for it sooner...it wouldn't rise as high - but better / newer info would rise quicker to higher levels - which is of value to the higher levels because of all the sources out there...
Crowd sourced, crowd funded, crowd ventures operated as charities for creative ideas developed as fast as you can market, negotiate, and distribute the information through binary search to the right sink who values it highest.
