Title: Easy (?) UI fix to increase voting participation

What about showing a list of witnesses in the voting section one can vote for instead of having to manually lock them all up and add them to my list? Could that be easily implemented?

Similar to how the worker proposals all get listed and you just select the ones you want.
the same could be done with the committee tab.

Keep the manual entry but add the existing list of available witnesses/committee sorted by votes underneath.

This would be a good improvement.
