Please only respond with specific problems after you have read through everything.
As we finalize it I will make more friendly summaries of what stake was excluded / rearranged / scaled.

Slippery slope, but I support burning fraudsters.

So , what if , I post scam info around and use your address attache to the info as a payment gateway ?
Then , your address would be burned for my fault .

I hate scam too .... But as a block chain , we shouldn't have power over it . Otherwise , it would be way too easy to frame someone and get their address burned . If a exchange ban someone's address  , that's fine , exchange is controlled by human .

We can be almost certain they are fraudsters just from the blockchain. The scenario you describe where you frame someone is not possible.
