I have word that Adam Kernest, from FollowMyVote (Followmyvote.com) will be there to introduce his project on the BitShares-Based Voting DAC, which enables transparent and fully auditable voting for arguably the first time in history. Good stuff here.

When you're a delegate, does POS come into effect to pick the delegate with the most shares to decide who makes the next block?

in POS yes .. but bitshares is doing DPOS. Read more about it over here:
