Title: 0.4.9 Seed Node Observations

My seed node keeps 1/3 of the connections it used to have with previous versions.
Furthermore messages of this kind:

are extremely frequent (5 per second, sometimes more). Is this normal?
Also the average traffic per second is down to 300 kilobytes. (It was about 3 times bigger).

On the delegates this is not happening (due to 50 connections limit I suppose).
