Bitshares has half of that covered. We should write an introductory proposal to the foundation drawing attention to the strengths of BitUSD and BitAssets.

Can escrow function cover another half?

I'm not sure how this fits into the grand scheme (I believe it is an umbrella to coordinate current Banking, Visa/MasterCard and M-Pesa transactions with upcoming infrastructure for microtransactions, cryptocurrencies and other payment systems), but being that the Bill & Melinda Gates Foundation is involved, this may be some of what he is referring to:
