You've misunderstood, he wants you to sell him PTS in exchange for BTC at the rate of .0025 BTC per 1 PTS.  That's a bit below the market price, but you're also trying to buy so you're in the wrong thread entirely.  I buy at .0037 and sell at .005 based on current market conditions.
