The main issue with current collectible card games is that the card server is centralised. Even though they have some value you trust the issuer.
There is indeed a project that uses the blockchain to store the cards that is completely decentralised.
However game development requires a lot of resources (ask me how i know) like people, knowledge and time. Of course something small could be created in the free time of passionate developers (programmers, artists, game designer(s) ....) but full scale project requires significant effort.
However there is another option: Find a team that already created a game like that and offer them to change the backend so that it uses the blockchain for storage of player data.
