Email.....
even SMS ?

There is little interest.

I think delegates should essentially have pagers and be on-call whenever they can.

Do most delegate operators carry smartphones? Email is the modern pager.

Someone should set up a BTS blockchain monitoring server w/ automated email & API alerts.
And eventually mobile apps with push notifications. :)
