I got two accounts bitacer and bitsacer . probably the one you have seen  was bitsacer but you sent it to bitacer. Never mind . Does the transfer fee change proportional to the amount sent  or is it fixed ?

After buying some USD the equivalent value in BTS decreased . Can somebody comment on the relationship compare to market conditions , whats the interpretation of this situation ?

It is set in BTS and converted so the amount will fluctuate in the quote currency.
How do I transfer between my own accounts , do I pay fee for that too ?

Since it is an operation on the blockchain there must be a fee for that.
