Title: Total number of witnesses

I see from http://cryptofresh.com/witnesses that we currently have 27 active witnesses, with the rest on standby. How is this number determined, and what can move the threshold between active and standby?

When voting you not only vote for individual witnesses but also for the number of active witnesses. I think you cannot vote for a higher number than you have votes for individuals. Lower / upper bounds can be set by the committee, currently 11 and 1001 I think.

Same for committee voting.

It's weighted median or average number of votes on witnesses.

For example (maybe not as accurate),
* if only one stake holder is voting, if she votes for 27 witnesses, then there will be 27 witnesses.
* if only 2 people with same stake is voting, one votes for 27, another votes for 23, then the result will be 25.

Can you vote for a lower number than you have votes for individuals? I don't see this mechanism in the light wallet UI.

Like abit says the vote for the number of active witnesses is implicit in your choice of witnesses. So if you pick 5 candidates, that means you vote for there to be 5 active witnesses.
