Title: Rate-limited free transactions status?

What's the status of rate-limited free transactions on BTS mainnet? See https://github.com/cryptonomex/graphene/issues/603. It's a bit difficult to tell from the Github issue if this is now on the main chain.

The fee schedules at https://bitshares.openledger.info/#/explorer/fees and http://cryptofresh.com/fees don't mention the feature, so it would seem that it might not be active.

If this is active, are the specific coin-age requirements documented anywhere?

It's not active. Waiting for code review and possible refactoring I believe. Might be easier to implement now using code from STEEM.
