Title: Test snapshot for AGS, PTS, VOTE - version 1

The latest test network has vesting balances that start on nov 1 and vest over 2 years. The totals should be:

174,125,000 for AGS   (keyhotee founders removed)
175,000,000 for PTS    (nov 1st - this will change for the real thing)
44,887,500 for VOTE    (FMV's stake not included here but will be in the real thing, keyhotee founders removed from AGS)

Please alert about anything that seems off - we will do several iterations as we finalize more parts.

Is it final that FMV's stake will not be included for the real thing.

No, FMV is included in the real thing.
