When do you "vote" for a delegate? The whole time my Bitshares are sitting in my account or when I send my Bitshares to another account?

When do you "vote" for a delegate? The whole time my Bitshares are sitting in my account or when I send my Bitshares to another account?
A transaction casts a vote. You can send to yourself with the update votes button in the client to do this in one step.
