Title: delegate participation rate below 60%

I just upgraded my client and im getting severe network problems 'delegate participation rate below 60%'

There are still quite a few who have not upgraded.

As we get closer to the hardfork you will see more.

We are running all 0.9 on all delegate servers we are managing.

This is incorrect. That would mean the hard-fork had activated early, but it is not due until the 5th of may. Low delegate participation is due to you being on a minority fork - perhaps the client is having trouble syncing....
