Title: can we have a notifcation service

Would be great if someone could setup a notification service.
Guess that`s also a business opportunity and should be not too complicated to setup.

Register Account`s to notify on send/receive transactions
mail, sms, telegram or whatever.

Free: receive notify once a day
$0.99/month: receive instant notifications

I would love to see a telegram bot that updated me of any activity on my bitshares account.

@spartako made the price bot and I have previously mentioned this idea to him before
