Title: 手续费调整已生效

第一次批量调整手续费已生效，请知悉。

下调的有：
转账费4.2BTS
市场挂单费 0.2BTS（撤单退90%）
新建账户费 4.7 BTS（已扣除返现）

上调的有：
新建资产费11693 BTS
VIP升级费 28063 BTS

还有其他很多调整。最新费率表参见：

手续费相关开发进展情况：

1. 按百分比转账手续费功能开发的差不多，不久就会上线。上线之后，预计最低转账手续费会是1BTS，用来覆盖小额支付、打赏、短信功能。而真正的金额较大的支付，手续费会高一些。 参考

2. 用币龄抵扣手续费的功能开发的差不多，可能不久也会上线。这个理论上可以做到0手续费，前提是使用者在系统里有投资。具体转换比率、抵扣额度等参数还需要讨论定稿。 参考

3. 市场挂单负手续费功能，讨论的差不多，可能就要开始做了。本来BM说按他的方案的话，愿意免费做，不过他提的方案似乎不太好，后来的讨论方案他愿不愿意免费做还不知道。 参考
