Title: Committee Proposal Criteria

Friendly reminder that I will ignore any non threatening/security proposal that does not meet following cirteria:

1. Discussed in length with all stakeholders on the forum
2. New thread as changelog for proposal
3. and most importantly - press release written in English and Chinese if possible.

we need to get the word out.

Excellent criteria fav. It will however be a bit of a challenge for me to handle the language issue, but it's an important issue that needs to be addressed, and your criteria here is good for doing that.

English is necessary, in my opinion. But let's see if there will be a marketing force, they could do it.
