Is there an offline keypair or paper wallet generator for BTS?

Why does it spit out a public and private key?

I thought you couldn't sent to a public key on BTS 2.
Do you just send funds to the account name?
How does the account know to send it to a paper wallet and not just into the account?

No sending of money to a pubkey. Bts2 requires and account name!

To use the paperwallet you usually do like this
- get an account
- provide the account and name to the paperwallet
- replace the accounts' keys with the new ones

Restoring access to your account only requires to import the private key or to use the passphrase on the paperwallet
