Title: Simulating ICO Lock Up for UIA

Is it possible to restrict the sales of User Issued Assets similar to a lock up feature used in ICO's?

For a given period or under the issuers decision, the holders of the asset will not be able sell their assets. The permissions restrict the transfer of the asset but not sales.

Can whitelists be used for this purpose?

Yes you can do asset account whitelisting to restrict transfer and market whitelisting to restrict trade.
