Title: Did anybody notice that the network stop at UTC 22:00:00 ?

no block generate from the witness anymore,
what happend?

a bug was found that caused the halt. working on it, patch should be out soon.

New release was tagged: https://github.com/bitshares/bitshares-core/releases/tag/2.0.181127

All nodes must upgrade.

Majority of witnesses are producing again.
